STI and unwanted pregnancy rates are still on the rise, so why do people still do it? It's my personal belief that all adolescents (and adults) should be provided with protection freely and at every opportunity. It wouldn't encourage them to to have sex, it would encourage them to use condoms.
Certain religious groups state that (even in countries riddled with AIDS and HIV) it is a sin to protect yourself! Some people still feel that there is a stigma attached to carrying condoms- not as much of a stigma that's associated with certain STDs!
